1. Check if the Form Was Actually Launched
Sometimes, the form might not have been launched for the user.
Verify in:
Admin Center → Manage Documents → Search for Documents

Enter the Employee Name / User ID
-
Check if the form exists and its status (e.g., Not Started / In Progress / Completed)
If no form found → form was not launched → re-launch it using “Launch Forms” or the Performance Form Launch Wizard.
2. Check Route Map Step
If the form exists but the user cannot see it, it might be in a different step (e.g., with manager or HR).
Verify:

Who currently “owns” the form in the Route Map.

Go to Manage Documents → View Route Map → Current Step Owner.
If the form is with another role (like Manager), the employee won’t see it until it’s routed back.
3. Check RBP (Role-Based Permissions)
Make sure the user has Performance Management permissions under RBP.
Path:
Admin Center → Manage Permission Roles → [Select Role] → Permissions → Performance Management Permissions
Ensure the role assigned to the user has:

View Form
-
Edit Form
-
Access Forms of Self/Direct Reports
-
Launch / Route Forms (if applicable)
Also check:
General User Permissions → “User Search” → Enabled
Without this, the user can’t find forms or other employees.
4. Check Form Template PermissionsEach Performance Form Template has its own access rules.
Path:
Admin Center → Manage Templates → Performance Form Template → General Settings / Form Template Settings
Check:

The user’s role (E, EM, EH, etc.) has access to that template.

The form is not restricted to certain users.
If the template is limited to specific populations, the user may not qualify.
5. Check Goal / Objective Section Permissions
If the form opens but the goal section is blank, check if:

Goal Plan is linked correctly in the form template

The user has goal plan permissions (RBP + Goal Plan template permissions)
6. Check Form Ownership / Proxy Issue
If HR or Manager is trying to view the employee’s form but can’t:

Make sure they are part of the route map or have “Access Team Forms” in RBP.

If using Proxy, confirm “Proxy Access to Performance” is enabled.
7. Check if the Form is Completed or Deleted
Sometimes completed or deleted forms are hidden by filters.
Try:

Go to Performance → Performance Inbox → Show Completed Documents

Use Advanced Search → Select All Statuses
8. Check if the User is Active
If the user is inactive in Employee Central, the form might not be visible.
Ensure the user status = Active in Employee Profile / User Data File (UDF).
